COMBAT ACTION RIBBON The National Defense Authorization act of fiscal year 2000 provided authorization fro the Secretary of the Navy to change the retroactive date for the Combat Action Ribbon (CAR) to members of the Navy and Marine Corps for participation in ground or surface combat during the period after Dec. 6, 1941 and before Mar.1, 1961. This change to the legislation will put more than 700,000 former Marines into the field of legibility for retroactive CAR's. The principle element of eligibility is that the individual must have participated in a bona-fide ground or surface firefight. This is not a unit or area award. Deployment to a combat zone in or of itself does not entitle the Marine to a CAR. Each case is reviewed individually to confirm that the petitioner was an active participant in a firefight and that his performance during such action was satisfactory. The former Marine's Service Record Book is the source document used to substantiate CAR eligibility. Individuals who wish to be considered for a CAR may do so by submitting a "SF-180, Request Pertaining to Military Records." or a letter requesting CAR entitlement to: National Personnel Records Center Naval Correspondence (USMC-CAR) 9700 Page Street St. Louis, MO 63132-5295
Requests must contain the Marine's full name, Social Security number and service number. A surviving next of kin petitioning on behalf of a deceased Marine must include a copy of the Marine's death certificate. Due to the anticipated volume of these requests, petitioners should expect to wait a minimum of 120 days before receiving notification on the status of their case. In cases where CAR entitlement is verified, the marine will receive a ribbon and a letter. A copy of the entitlement letter will be included in the Marine's permanent record.
